What is the SmartStart Hub?

The SmartStart Hub at JMCC is a welcoming starting point for families who have concerns about their child’s development. As a provincial entry point for children with developmental needs, the Hub connects families to early intervention services, community programs, and specialized support. Whether you’re noticing delays in speech, motor skills, learning, or behaviour, the SmartStart Hub is here to listen, guide, and help you take the next step.

How We Help

The SmartStart Hub helps families access the right supports and services by providing:


  • Central Intake and Navigation: A single point of contact to discuss concerns, share information, and determine the most appropriate next steps.

  • Developmental Screening and Consultation: Professional screening and consultation to better understand your child’s strengths and areas where additional support may be helpful.

  • Referrals to Community Services: Connecting families with the most appropriate services across Windsor-Essex, including therapy, early intervention, and specialized programs.

  • Information and Guidance: Assistance in understanding what services are available, eligibility requirements, and typical timelines for access.

  • Follow-Up and Coordination: Follow-up and coordination so families know what’s happening, what’s next, and where to get help along the way.

JMCC’s SmartStart Hub is part of a provincial network of hubs supported by Ontario’s Ministry of Children, Community and Social Services (MCCSS).

Who Can Benefit

The SmartStart Hub is designed for:


  • Children and youth from birth to 19 years old who live in Windsor-Essex County.

  • Families who have questions or concerns about their child’s development, such as communication, movement, social interaction, behaviour, or learning.

  • Parents or caregivers seeking guidance on where to start when navigating support systems.

You do not need a diagnosis or referral to contact the SmartStart Hub.
